jjbruntonandClaude Opus 4.5 6f1be7a4e1 Fix supabase-js Deno compatibility by pinning to v2.45.0
The latest supabase-js@2.92.0 has a Deno compatibility bug with
createRequire that causes all edge functions to fail with:
"The argument 'filename' must be a file URL object..."

Pin all edge functions to @2.45.0 with ?target=deno parameter
to ensure Deno-compatible builds from esm.sh.

/**
* Send batched partner activity notifications.
* Called by pg_cron every 5 minutes to check for pending notifications
* where notify_at has passed.
*
* Notifications are sent when a user answers questions. The notification
* is delayed by 1 hour, with the timer resetting on each new response.
* This prevents spam when a user answers multiple questions in quick succession.
*
* Skips sending if the partner was active in the last 15 minutes (they're already in app).
