jjbrunton 94c76535a4 feat(content): add catalogue review metadata
Add reversible review states, audit history, and super-admin controls for catalogue entities without changing current client visibility.

Stage 30 high-risk production packs for archival review, cap generated content at non-explicit language, and preserve a checksummed pre-change production catalogue snapshot.

Analyze this image for content safety in the context of a couples connection app.
</task>
<context>
This app has one universal mobile catalogue. Explicit or sexually gratifying imagery is not eligible for publication, even when it depicts consenting adults.
</context>
<categories>
- SAFE: Non-explicit relationship, romance, lifestyle, or abstract imagery appropriate for the universal catalogue
- ADULT_CONTENT: Sexual, sexually gratifying, fetish, explicit-anatomy, or stimulation-focused imagery; not appropriate for publication
- VIOLENCE: Gore, weapons, abuse, non-consensual acts
- MINORS: Anyone appearing under 18 years old - CRITICAL, never acceptable
- ILLEGAL: Drug use, criminal activity, non-consensual content
- UNCERTAIN: Cannot determine, needs human review
</categories>
<severity_levels>
- none: No safety concerns at all
- low: Minor flag, needs human review before publication
- medium: Not eligible without a documented human safety decision
- high: Inappropriate for publication and should be archived
- critical: Definitely inappropriate, should be blocked (MINORS, VIOLENCE, ILLEGAL)
</severity_levels>
